Function overview: Basically the same tasks that it currently does for WikiProject Arkansas, I'd like to use with ~~WikiProject Louisiana~~ any WikiProject that wants the bot to do the tasks. Both tagging unassessed articles per a rating from another project, or if there is a {{stub}} tag relevant to ~~Louisiana~~ the WikiProject it is tagging for, it gets tagged as a stub and added to the project.

Estimated number of pages affected: Unable to make a good estimate because of the unknown amount of projects that might want it to run. At least 10,000 though would be an early guess.

Comment:Is there really a need for all these tag and assess bots? Cant we just have a few? What's more, this bot is entirely too specific (IMO).
