I am not sure what proof you need. I am the one who created the file WEAPLogo.png for use on the http://www.weap21.org website that I manage. Add a notice on your website saying the logo is released under the licenses you choose here when you uploaded the file, or e-mail the permission account with a WP:CONSENT declaration from the e-mail address listed as the contact for that website. Hope this helps. We just need to verify that the copyright holder has agreed to release this image under a free license. this is free, public domain, imagery. I can follow it up and get more information in the coming weeks, if you like. also I need to know what tags there are, I haven't figured them all out yet, they are unclear. Wikipedia is obtuse in the extreme about photo and artwork use.
