The X axis is the calibrated date in calendar years. The range is from 1950 to 55,000 years before that. The Y axis is the correction (in years) applied to the uncalibrated (measured) radiocarbon date to obtain the corrected calibrated date. The vertical width of the line is the one sigma error in the correction value.
