Function Details: Upon accepting fully-corrected input criteria (links to user talk pages), it will append the relevant newsletter or notice to the user talk page. I've done this before manually with AWB as can be seen here. The bot will sign the delivery so that a timestamp exists for archiving bots. The bot can be halted by any user by making any change to User talk:Xenobot.
