WP:DUCK - an English person living in Hungary who focuses on redirects (particularly RfD), translations (particularly Hungarian and French), comments with long, chatty tangents which they go back and edit hours later (compare contributions and edit summaries in the Wikipedia and user talk namespaces to fix typos and inconsequential mistakes. See also User talk:Tavix#MagyarLinguist where Tavix agrees with my assessment they are the same person.
I've indefinitely blocked the account, but they noted their IP changes semi-frequently so someone who understands dynamic IPs more than I do should block that if it can be done safely. They also noted they've edited from other IPs previously so please could a checkuser see if any range blocks are necessary (the 84. IP is probably one example). - It's tedious, but you can use Special:Contributions to skim through IP ranges (for example, Special:Contributions/94.21.0.0/16). Using CIDR and behavorial analysis, you can then narrow it down to find workable range blocks. This ISP seems to mostly allocate users to a random /24. Each of these ranges seems to have minimal collateral damage. It's not all that different to how IP ranges allocated to BT Group work. I range blocked the following based on behavioral analysis:
